No person shall suspend any merchandise or other article or set up or cause to be set up any sign, box, or fixture which shall extend over or upon any sidewalk more than 18 inches from the building line or inside of said sidewalk, unless such merchandise or other article, signboard, or fixture, be suspended at least eight feet above the sidewalk; provided, nothing herein shall be so construed as to prevent merchants or manufacturers from occupying with their wares three feet of the inside sidewalk nor prevent any person from occupying a greater space on the sidewalk when receiving or shipping goods.
