(A) Obstruction of streets. No person shall encumber or obstruct any street, alley, or sidewalk with any building materials or any article or thing whatever without first having obtained the written permission of the Public Works Director nor shall any person, except in case of urgent necessity and for a short time, encumber or obstruct more than one third of any street or alley or one half of any sidewalk.

(B) Encroachment on streets or sidewalks. No person shall make or cause to be made any structure, enclosure, fence, cellar door, stairway, or building encroaching, in whole or in part, upon any street, alley, or sidewalk of said city.
