No person shall disturb the peace of the city or the quiet of any private family or person therein by peeping or looking through the windows, doors, or other apertures of any private dwelling house in said city or by trespassing, loitering, or lingering on premises owned or occupied by any private family in said city in such manner as to frighten and disturb the peace and privacy of such family or any person therein.
