Every lot, parcel, or tract of land and every building, structure, establishment, or place whatsoever wherein alcoholic liquors are licensed to be sold or offered for sale or wherein a retail liquor business is licensed to be conducted or engaged in under the provisions of this chapter or any prior ordinance heretofore in force wherein or whereon any of the provisions of this chapter are violated shall constitute and is hereby declared to be a nuisance.
