It shall be unlawful for any person, corporation, partnership, or other legal entity to import, transfer, sell, purchase, breed, or possess a restricted animal unless that person, corporation, partnership, or other legal entity holds a permit or is exempt from holding a permit under this subchapter. It shall be unlawful for any person, corporation, partnership, or other legal entity to sell, transfer, deliver, or give an animal classified as restricted to any other person, corporation, partnership, or other legal entity unless the other person, corporation, partnership, or other legal entity holds a permit or is exempt from holding a permit under this subchapter.
