It shall be unlawful for any person upon skates, coaster, or other toy vehicle to go upon any roadway other than at a crosswalk except that electric motorized scooters are allowed to be ridden on the street if the rider is at least ten years of age, ridden during daylight hours, only. Such scooters, to qualify for this exception, must be electric battery-powered only.
