§ 71.28 BICYCLES AND MOTORCYCLES.
   (A)   Riding bicycles and motorcycles. It shall be unlawful for more than one person to ride upon any bicycle propelled by human power upon any street or for any person to ride upon any motorcycle other than upon a seat attached to said vehicle.

   (B)   Clinging to vehicles. It shall be unlawful for any person on any street riding a bicycle, motorcycle, or any toy vehicle to go upon any roadway other than at a crosswalk.
