§ 70.43 ISSUANCE OF COMPLAINT.
   In the event that the person to whom said citation is issued fails to settle and pay said violation claim within the time specified in the final notice, the police officer is authorized to cause the citation and a notice to appear to be served upon said alleged violator and to file the same as a complaint in the County Circuit Court and prosecute the same. The officer, as an alternative, may file a formal complaint in the Circuit Court in lieu of the citation.
