The city shall require any person connecting to the sewer on Lynn Street, lying between the manhole on 17th Street and the first manhole east of said manhole on 17th Street, on Lynn, to pay a $100 hookup charge plus the regular tapping charge. Said sums are to be paid over to the City Clerk prior to any person making any such connection to said sewer as aforesaid.
