Any applicant for municipal sewer to be directly provided by the facilities situated on 20th Street between Keokuk Street and Laurel Street shall pay a tapping fee of $75 for such sewer service, which tapping fee or fees shall be in addition to any service charge or connection charge which may be due to the city for the services of its employees and for materials furnished for connecting to said system or systems, and such fee or fees shall be paid to the city before connections to the said facilities shall be made.
