(A) No privy, vault, or cesspool shall hereafter be connected with any sewer. No person shall place in any building a plunger or pan closet, and where such closets are removed for repair, they shall not be replaced. Where a water closet in any building is five feet or more from the main soil pipe stack, it shall be vented back into the stack above the highest fixture by means of two-inch galvanized lead or iron pipe or soil pipe or shall be run through the roof separately.
(B) No double hubs or double fittings shall be allowed below the waste line of any fixture. No cistern overflow is to be connected direct to sewer. Any defective work must be changed to conform with the requirements of this section and, if on due notice from said Committee on Public Sewers and Water Works, such changes are not made within 30 days, said city shall proceed to make said changes and shall recover the cost thereof from the delinquent plumber or his or her bondsperson. All plumbers shall be held responsible for all acts of their agents or employees.
(C) When all roughing in for bathtubs or water closets has been completed, all inlets and outlets shall be tightly sealed; then, all soil and vent pipes shall be filled with water from the cellar floor level or base of the stack to a point five feet above the highest fixture and all joints and piping made watertight.
