(A) Where the direction of soil pipes or waste pipes are changed at the ends of each horizontal line and at each conjunction and at the foot of every stack, cleanouts shall be placed; all cleanouts must be of the same diameter as the pipe into which they are inserted and be of heavy iron with brass screw plug.
(B) Overflow pipes from tanks and wastes from refrigerators or other receptacles in which provisions are stored shall be properly trapped and shall be discharged into an open water supply fixture. No privy, vault, or cesspool shall hereafter be constructed within the fire limits of the city.
