No person shall tap any public sewer at any other place than at the regular junction built into the sewer for that purpose without written authority from the Committee on Public Sewers and Water Works of said city nor shall any person make any connection with the public sewer of the city except in the presence of said Committee or some person duly authorized by it for that purpose. All plumbing work shall be under supervision of a Master Plumber.
