(A) It shall be unlawful for any person, firm, or corporation to connect or cause to be connected any drain carrying or to carry any toilet, sink, basement, septic tank, cesspool, industrial wastewater, or any fixture or device discharging polluting substances into any storm sewer system on Keokuk Street between 13th Street and 15th Street and on 14th Street between Keokuk Street and the south corporate limits constructed as part of a state improvement.
(B) (1) It shall be unlawful for any person, firm, or corporation to connect or cause to be connected any drain carrying or to carry any toilet, sink, basement, septic tank, cesspool, industrial waste, or any fixture or device discharging polluting substances into any storm sewers constructed as part of this improvement from the west corporate limits northeasterly to Broadway Street.
(2) The city does hereby authorize and empower the Mayor to execute this division (B) on behalf of the city.
