Nothing in §§ 154.01 to 154.06, inclusive, shall prohibit the issuance of a building permit for the restoration, or reconstruction of any building which may have been destroyed or damaged by fire, explosion, windstorm, or other such accident or natural cause, provided such restoration, or reconstruction is undertaken within a period of 12 months.
