(A) The Police Chief shall not be required to issue permits to applicants who have violated any provision of this chapter or convicted of a felony. Any party aggrieved by this determination shall have a right of appeal to the Legislative Council.
(B) Permits shall be non-transferable and shall entitle the holder to conduct business for the purpose and time so indicated.
