No person shall plow, plant or cultivate within the fence lines of any of the streets of the town so as to in any way fill up or obstruct the drains or gutters of the streets. Nor shall any person place or leave any obstruction in any of the streets of the town or in or upon any footpath or sidewalk along the streets, except as hereinbefore provided.
