(A) Upon the failure of any owner or operator of any land to comply with the provisions of any notice issued in accordance with § 91.04, the enforcement officer or his agents may enter upon the land and cause to be removed the junk vehicle or junk appliance.
(B) All costs and expense incurred in connection with the removal shall be charged to the owner of the land, and shall constitute a lien upon the land.
