(A) Any vehicle parked in violation of this chapter may be impounded and no person shall recover any vehicle removed pursuant to this chapter without first paying the cost of removal and the cost of storage. Any payments required by this section shall not be construed as a penalty so as to preclude prosecution for a violation of any of the provisions of this chapter.
(B) Before the owner or person in charge of any vehicle impounded under this section is permitted to remove the vehicle from the place of impoundment, he or she shall furnish evidence of his or her identity and ownership, furnish evidence that payment was made to the Hamden Police for any citation issued under § 71.10 of this chapter, sign a receipt for the vehicle and shall pay, in full, the fee for towing and charges for storage.
