Residents unable to comply with the provisions of this chapter shall submit information to the Mayor or his/her designee to establish such inability or disability, and if approved, may rake or cause their leaves to be raked to the curb in loose piles. Residents may be required to present such information in order to qualify on a yearly basis.

Whenever the Director of Public Works has reasonable grounds to believe that there has been a violation of the provisions of this chapter, he or she shall give notice of such violation to the person responsible therefor. The notice shall be delivered either by hand or by certified mail to the property owner, shall include a statement of the violation and shall indicate a deadline for remedial action which allows reasonable time for compliance. If corrective action is not taken within the time period allowed, the Director of Public Works may take such action as is appropriate under § 52.99.

Every person who shall violate any provision of this chapter, including regulations established hereunder, shall be fined $100 for every such violation. Each day such violation continues shall constitute a separate offense. Penalties imposed under this chapter shall not be applied to violations occurring prior to October 1, 1994.
