§ 37.01 ESTABLISHMENT OF DEPARTMENT OF ARTS AND CULTURE.
   The Department of Arts and Culture. The Department shall be responsible for community arts and heritage programs and events in Hamden and such other powers and duties as may be required by the General Statutes, the Charter, the Code of Ordinances or Order or Motion of the Legislative Council.
   (A)   The Director of Arts and Culture. The Department Head shall be the Director of Arts and Culture, who shall exercise the powers and duties of the Department under the direction of the Mayor. The Director shall be responsible for the supervision of members of the Department, and such other powers and duties as may be required by the General Statutes, the Charter, the Code of Ordinances or Order or Motion of the Legislative Council.
   (B)   Appointment. The Mayor shall appoint the Director of Arts and Culture as set forth in § 8-2.A of the Charter. The Director shall serve a term coterminous with that of the appointing Mayor, subject to the provisions of §§ 3-10.A(2) and 8-2.B of the Charter and until a successor shall be appointed and shall have qualified.
   (C)   Qualifications. The Director of Arts and Culture shall be chosen on the basis of executive and administrative qualifications or experience. Said qualifications shall be in accord with nationally accepted professional standards and best practices in the applicable filed as developed pursuant to § 8-2.F of the Charter.
   (D)   Appointment and removal of employees. Subject to the Merit System, except as provided therein, the Director shall appoint and may remove all other employees of the Department.
   (E)   Additional duties and responsibilities. The Director shall:
      (1)   Perform such other duties as the Mayor shall direct;
      (2)   Consult with any board or commission established to address arts and culture;
      (3)   Prepare regulations for arts, culture and town events; and
      (4)   Prepare budget for review and approval by any board or commission established to address arts and culture; and
      (5)   Make recommendations for the fees to be charged for events related to arts and culture.
