§ 36.21 ISSUANCE OF RULES AND REGULATIONS.
   The purchasing agent is empowered to issue rules and regulations to assure the proper and efficient implementation of §§ 36.10 to 36.21, inclusive. All such regulations shall be subject to the approval of the Mayor and the Director of Finance.
