Except as provided in § 33.84 above, the provisions of this subchapter shall not affect or limit the right of the landlord to institute a summary process action as provided by the Connecticut General Statutes, nor shall this subchapter affect the right of the landlord, tenant, mortgagee, or encumbrancer of record to institute any action authorized by law.
