All proceedings shall continue regardless of the fact that a party may quit the housing accommodation in question. However, the Commission may consider the complaint abandoned if the tenant, after receiving notice of a hearing, fails without good cause to appear at the hearing. No sale, assignment, or transfer of the housing accommodation in question shall be cause for discontinuing any pending proceeding, nor shall it affect the rights, duties, and obligations of the Commission or the parties thereto.
