The members of the planning authority appointed underto 32.04, inclusive, may, acting as a committee, submit and prosecute budget requests for funds to be contributed to the authority, in the same manner as the town planning commission. Sections 32.01 to 32.04, inclusive, shall not be construed to permit the members, or any of them, to expend, or to commit the town to expend, any sums of money without prior legal appropriations.
