No person shall erect, alter or relocate any sign within the city without first obtaining a sign permit from the city, unless the sign is exempt under section 17.08A.020.05 of this article. Any person who fails to obtain a permit before hanging, posting or installing a sign which requires a permit under section 17.08A.020.04 of this article shall be in violation of this section.
