15.16.120.15: CONSTRUCTION:

All provisions, terms, phrases and expressions contained in this chapter shall be liberally construed in order that the true intent and meaning of the Idaho development impact fee act and the city council may be fully carried out. (Ord. 985 § 1, 2007)
