A. Unless otherwise provided by law, the board shall have the power to make whatever rules are necessary for the execution of its duties as set forth in this chapter. Rules of procedure and bylaws adopted by the board shall be available for public inspection. The board shall meet a minimum of nine (9) times per year.
B. The board shall perform any and all of its obligations under title 12, chapter 12.12 of this code.
C. The board shall draft and recommend necessary amendments to title 12, chapter 12.12 of this code. The board shall also create, draft and recommend a city of Hailey parks and trails master plan ("master plan"), standards and guidelines to the city council. Following the acceptance of the master plan, standards and guidelines and their codification by the council, the board shall draft and recommend necessary amendments to those documents. The master plan shall be periodically reviewed by the board.
D. The board shall create, draft and recommend policy and implementation of policy concerning planning, development, and maintenance of parks and recreational amenities within the city.
E. The board shall recommend the allocation of funds for the implementation of title 12, chapter 12.12 of this code, for the establishment of educational and informational programs, and for the development of policies and procedures regarding the city duties.
F. The board shall keep the city of Hailey apprised of its activities. (Ord. 1196, 2016)
