The Hailey parks and lands board shall have no authority to bind any governing body affected by planning decisions. However, the board shall have the power to make recommendations, upon a majority vote of its members, to the city council, the Hailey planning and zoning commission, the Hailey art and historic preservation commission, and the Hailey tree committee or other similar commissions or boards.
