A. Injury To Municipal Water And Wastewater Systems: It is unlawful for any unauthorized person to maliciously, wilfully or negligently break, damage, destroy, uncover, deface or tamper with any structure, pipeline, fire hydrant, fitting connection, meter vault, appurtenance or equipment which is a part of the municipal water system or municipal wastewater system.
B. Unsanitary Conduct:
1. It is unlawful for any person to deposit any garbage, rubbish, dead animals, or any substance having a tendency to obstruct the flow of the wastewater, in any manhole, cleanout, or wastewater system opening.
2. It is unlawful for any person to place, deposit or permit to be deposited in any unsanitary manner on public or private property within the city, or in any area under the jurisdiction of the city any human or animal excrement, garbage or other objectionable waste.
3. It shall be unlawful to discharge to any natural outlet within the city, or in any area under the jurisdiction of the city, any wastewater or other polluted waters, except where suitable treatment has been provided in accordance with subsequent provisions of this chapter.
4. Except as provided in this chapter, it is unlawful to construct or maintain any privy, privy vault, septic tank, cesspool or other facilities intended or used for the disposal of wastewater.
C. Fire Hydrants:
1. It shall be unlawful for any person, except a duly authorized city employee or agent, to open, close, operate, turn on, turn off, interfere with, attach any pipe or hose to, or connect anything with, any fire hydrant or auxiliary valve belonging to the city.
2. It shall be unlawful for any person to obstruct the access to any fire hydrant by placing within twenty feet (20') or thereon any stone, brick, lumber, dirt or other material, or to wilfully or carelessly injure the same. (Ord. 1094, 2011)
