There is established a system of periodic rates and fees for the use of and services provided to maintain the municipal water and wastewater systems. The rates and fees provided by this chapter are levied and assessed against each building or property connected with the municipal water and wastewater systems, and all owners shall pay the user fees established under the provisions of this chapter.
