To protect the health, safety and general welfare of the public, the city of Hailey deems it necessary to control the use and connection to the municipal water and wastewater systems. To protect the health, safety and general welfare of the public and to comply with the city's obligations under law to provide an equitable system of rates and fees with the view toward attempting to make the city's water and wastewater systems self-supporting, there is established a system of periodic rates and fees for the purpose of equitably imposing upon all users the costs and expenses of operation, maintenance, repair and replacement of the municipal water and wastewater systems.
