The Hailey Public Library shall be governed by a board of five (5) library trustees, appointed by the city council from among the citizens of the city, and not more than one member of the city council shall, at any time, be a member of said board. Said trustees shall hold their office for five (5) years from the date of appointment and until their successors are appointed, and their terms shall be staggered, as required by Idaho Code section 33-2603. Said board of trustees shall govern and manage the affairs of the Hailey Public Library in accordance with the provisions of Idaho Code sections 33-2604 through 33-2607, inclusive.
