The purpose of this initiative is:
A. To make investigations, citations, arrests, property seizures and prosecutions for adult marijuana offenses, where the marijuana was intended for adult personal use, the city of Hailey's lowest enforcement priority;
B. To issue an official declaration advocating changes in Idaho state law, county ordinance or any other applicable laws to decriminalize the use of marijuana by adults;
C. To stimulate communitywide debate on a public policy issue of great importance;
D. To establish a community panel to oversee the implementation of this initiative. (1992 Code § 11.08.040)
