This chapter is intended to allow drivers cited with an infraction for a moving violation not involving a collision within the City of Hailey to elect to receive education in traffic safety concepts as an alternative to receiving violation points and insurance rating charges, and to promote safety of drivers and pedestrians by increasing the awareness of traffic laws and rules.
