Any person who shall hinder, delay, interfere with, or obstruct the animal control officer or any peace officer engaged in the capturing, securing or taking to the animal pound any animal liable to be impounded, or who shall open or in any manner directly or indirectly aid, counsel or advise the opening of any animal pound cage, ambulance, wagon or other vehicle used for the collection or conveying of animals to the animal pound shall be deemed guilty of a misdemeanor.
