In case of a conflict between this chapter, or any part thereof, and an existing ordinance, in whole or in part, the most restrictive provisions shall apply. Further, if any word, clause, phrase, portion, or provision is held invalid by any duly authorized court in the State of Indiana or the United States of America, the decision shall not affect the remainder or any other provision of this chapter.
