4-1-5: OFFENSIVE PREMISES; CLEANUP:
   A.   Refuse, Stagnant Water; Cleanup:
      1.   No person shall permit or suffer to be in or accommodate in or upon any yard, lot, place or premises or upon any street or sidewalk adjacent to or abutting upon any lot, block, place, premises or in any building or shed owned or occupied by said person or for which he may be the agent within the limits of the city any stagnant or impure water, refuse, vegetable decay or decaying substance, garbage or filth of any kind, nor suffer such yard, lot, place, building or premises to be or to remain in such condition as to cause or create a nuisance or offensive smell or to pollute or render unhealthful the atmosphere or premises or thereby to be, become, cause or create a public nuisance.       2.   Any person violating this provision shall clean up said premises and abate such nuisance within forty eight (48) hours after having received notice of said condition from the city council. (1996 Code § 7-1-5; amd. 2010 Code)
   B.   Offensive Matter: It shall be unlawful for any person to place upon property, or to allow to remain upon any property within said person's control, any matter which is offensive to the senses or injurious to health as determined by the city council. (1996 Code § 7-1-5)
