Whenever any person who is the owner or proprietor or entitled to the possession of any house, building, lot or tract of land shall fail or neglect to remove the rubbish, snow, weeds, filth or any obstruction to the streets, alleys or sidewalks, the same shall be done at the expense of the owner.
