§ 54.01 REGULATION OF GROUNDWATER WITHIN THE CITY.
   (A)   Application. The use of any and all groundwater for residential, commercial and/or industrial purposes within the city is prohibited, and all existing groundwater wells shall be closed and abandoned in accordance with federal, state and local law within 90 days of the effective date of this chapter, unless within 90 days of the effective date of this chapter, application has been made for a permit, and a permit is issued, for the use of groundwater in the city in accordance with § 54.02; provided, however, if a person owning or operating a groundwater well in the city at the time of this chapter’s enactment files a permit application in accordance with § 54.99, such person may continue use of such existing well in the city until a groundwater use permit is issued or denied by the city.
   (B)   Installation. The construction of new groundwater wells for residential, commercial and/or industrial purposes within the city is hereby prohibited.
