Any person or household residing outside of the city who is a customer of the City Water Department or who is a resident of Todd County may dispose of ordinary household residential solid waste material upon payment of a fee of $25 per year, plus those fees set forth in § 50.23(D). Only persons who are specifically authorized by this chapter to dispose of waste material shall be allowed to do so.
