§ 50.23 SERVICE FEE.
   (A)   Monthly fee. For pickup and disposal of solid waste materials, a monthly service fee of an amount equal to $1.35 over the city’s per unit cost is established for each residential unit within the city and for each water and/or sewer customer outside of the city, including each apartment or mobile home or any structure an individual or family may occupy as a dwelling place. The monthly service fee shall be levied against and taxed to each residential unit. The service fee shall be added to and become a part of the amount due on each residential water or sewer statement to be paid on or before the tenth day of the month following the month in which the bill is issued. A late charge of 10% shall be added to all monthly service fees paid later than set out above on or after the tenth day of each following month. Garbage collection customers may opt out of the garbage collection service by expressly doing so at Guthrie City Hall on a form proscribed by City Hall staff.
   (B)   Multiple residential units. If more than one residential unit is billed for water or sewer service on one monthly statement, the number of units so served shall be so multiplied by the monthly service fee to determine the net amount due on such water or sewer statement, and the gross amount shall be paid on or before the tenth day of the month following the month in which the bill is issued.
   (C)   Compactor service. The city will continue to operate the compactor unit previously offered to the residents of the city, pursuant to such days of operation, charges and other regulations as may be adopted by the city from time to time by municipal order.
   (D)   Other disposal fees. For large items, the city shall impose the following fee schedule that shall be applicable to all users of the city disposal facility, regardless of residency:
      (1)   Large barrels: $5;
      (2)   Small furniture (tables, chairs and the like): $10;
      (3)   Large furniture (sofas, mattresses and the like): $15;
      (4)   Appliances: $35;
      (5)   Pickup load: $20;
      (6)   Trailer load (cannot exceed 6 feet by 10 feet by 2 feet): $40.
