(A) A registered all-terrain vehicle or off-road utility vehicle may be operated on secondary roadways, including Class A gravel roadways, in the county pursuant to the restrictions in this subchapter and those restrictions imposed by the Code of Iowa. All-terrain vehicles and off-road utility operation is limited to roadways lying outside the city limits of any incorporated city which does not have an ordinance or other regulation in effect allowing such operations.
(B) A person shall not operate an all-terrain vehicle or off-road utility vehicle on secondary roadways in the county unless the operator has a valid driver’s license and is at least 16 years of age. An operator under 18 years of age shall be required to take and pass an IDNR-approved ATV education course and must carry a valid safety certificate while operating the vehicle as proof that the IDNR- approved ATV education course was successfully completed. Operation is only permitted on the roadway or shoulder, not in the ditch or the area between the edge of the shoulder to the bottom of the ditch.
(C) All all-terrain vehicle or off-road utility vehicles will obey all “rules of the road” as set forth in Iowa Code Chapter 321.
