Every parcel of land hereafter used as a public or private parking area, including a commercial parking lot and also an automobile or trailer sales lot, shall be developed and maintained in accordance with the following requirements.
(A) The minimum number of required off-street parking spaces for all districts shall be as provided in § 154.102 of this chapter.
(B) Each required parking stall shall be not less than ten feet in width and not less than 19 feet in length.
(C) All off-street parking spaces in a Class “A” or “R” District or platted residential subdivision shall be located on the same lot with the principal use. All other required off-street parking spaces shall not be located farther than 500 feet from the building or use they are intended to serve. The distance shall be measured in a straight line from the building or use to the farthest parking space.
(D) All groups of more than two parking spaces shall be located and served by an access drive that their use will not require backing or other maneuvering within a street right-of-way other than an alley.
(E) No part of any off-street parking space shall be located within the required front yard setback of any zoning district.
(F) All off-street parking areas and access drives shall be surfaced with gravel or such other surfacing material so as to provide a durable all-weather surface; shall be so graded and drained as to dispose of all surface water accumulation within the area; and shall be so arranged as to provide for orderly and safe loading or unloading and parking and storage of self-propelled vehicles.
(G) Adequate lighting shall be provided if the parking facilities are used at night, and shall be so arranged as to reflect the light away from the adjoining premises in any Class “A” or “R” District or platted residential subdivision.
