Prior to the issuance of a city permit by the City Manager or his or her designee, the permittee shall prepare and submit a proposed vehicle route or routes, both in a written narrative form and in the form of a map, detailing the route or routes proposed to be used by vehicles upon the public highways, streets, alleys and other public ways within the territorial limits of the city to the City Manager for review and approval of the proposed route or routes.
