(A) It is hereby declared to be the purpose of these regulations to protect the public peace, safety and welfare of the city and the citizens and residents thereof through the regulation of human powered vehicles having three or more wheels any of which is more than 20 inches in diameter, hereinafter in this article referred to as “vehicle” or “vehicles,” which are operated upon the public streets, highways and other public ways within the territorial limits of the city.
(B) The parent of any child and the guardian of any ward shall not authorize or knowingly permit any child or ward to violate any of the provisions of this article.
(C) These regulations applicable to vehicles shall apply whenever a vehicle, as such term is herein defined, is operated upon any public highway, street, alley or other public way.
(D) Every person who drives, operates or is in actual physical control of a vehicle is defined as a “driver” or a “operator” of the vehicle and is hereby required to have issued to them and at all times to have in their immediate possession, a valid license to operate a motor vehicle under the laws of the state and shall display the same upon demand of a police officer, a peace officer, a law enforcement officer, a Code Enforcement Officer or official or the Judge.
