No funeral, procession or parade containing 200 or more persons or 50 or more vehicles, except the military forces of the United States and the military forces of the state, shall occupy, march or proceed along any street, except in accordance with a permit issued by the Chief of Police and the other regulations as are set forth herein which may apply.
