§ 20-173 SIGNS REQUIRED AT THROUGH STREETS.
   Whenever the Council so designates and describes a through street, the City Manager shall have placed and maintained a stop sign, or if deemed more appropriate at any intersection a yield sign, on each and every street intersecting the through street unless traffic at any intersection is controlled at all times by traffic-control signals. At the intersection of two through streets or at the intersection of a through street and a heavy-traffic street not so designated, stop signs shall be erected at the approaches of either of the streets as may be determined by the City Manager, if deemed desirable.
