The City Council shall, by an affirmative vote of at least four Council member, select a City Clerk, who shall possess all the qualifications and have all the duties as provided for by the City Charter, for City Clerk and the additional duties as may be, from time to time, imposed upon him or her by the City Council or the City Manager, hereinafter provided for. His or her office shall be under the direct supervision of the City Manager hereinafter provided for. He or she may be removed at any time by an affirmative vote of at least four Council members and a successor appointed in like manner.
