(A) The City Manager is hereby authorized to enter into all necessary contracts, not exceeding the sum of $25,000, per occurrence, for the emergency repair or replacement of public improvements without prior approval of the City Council and without competitive bidding. For purposes of this section, “emergency” shall mean a determination by the City Manager that the condition requiring repair or replacement results from a sudden unexpected happening or unforeseen occurrence or condition, and is a situation wherein the public health or safety is endangered.
(B) The City Manager shall furnish a written explanation of the emergency to the City Council and record the same in the minutes of the next regular Council meeting.
